Policy

The authorization to enter into a contract on behalf of Ramapo College is designated by the Board of Trustees in accordance with NJSA 18A-64:6 and State College Contracts Law (P.L.1986, c.43 (C.18A:64-52 et seq.). The Board of Trustees designates the College President and the Vice President for Fiscal Health/CFO, as the College’s Contracting Officers, the authority to sign contracts on behalf of the College.

With the approval of the Board of Trustees, the College President and Vice President for Fiscal Health/CFO may delegate Contracting Authority to specific College positions as outlined in Appendix 404A: Delegated Contracting Authority. Such delegated authority shall permit identified positions to sign agreements and commit the College to contractual obligations. In addition, Appendix 404A shall also establish informational thresholds. Further, any amendments to Appendix 404A shall require notice to and endorsement of the Resources Committee of the Board of Trustees.

The Director of Procurement shall establish administrative procedures in conjunction with this policy to ensure adequate oversight of contracts and compliance with applicable state and federal contracting requirements. All contracts and agreements shall be subject to legal review and the availability and annual appropriation of funds.

Reason for Policy

This policy strengthens financial practices and the organizational agility of the College in accordance with internal control standards and State College Contracts Law.
